Today - no. You haven't do this common way.
By URL you can open component, but it get only map id as parameter.
You can only create article, call map plugin by placemark to show only this placemark and set to action = click to open infowin.
If I finish big changes, I'll try to add into component new parameters, for example placemark. And in backend you will have ability to set it to display only one placemark. And after that URL will proceedeed definite placemark.
