Pan control visible but not active on mobile

Hi, i've got ZHGM running on wampserver J3.3 with a rockettheme template, I've made the map in a full-width module responsive along with the template with some css overrides.

In order for users to be able to scroll to content further down the page on a tablet or phone I've disabled dragging and kept the pan control visible, but it doesn't respond to user input on mobile devices (gingerbread motorola, jellybean samsung, ipad one).

By default Google Maps turns off pan @480px, and yet the zoom control on my map has also minimized to the default mobile '+ -' but is still functional. Is there a way to turn on more than just the visibility of the pan control?
... then mobile users could move the map around with the control, but still be able to scroll down the page with a swipe of the finger.

just to explain further, above is a reduced screenshot of the full-width module at 4 different sizes... they are desktop screenies not mobile ones, so the phone-size version isn't displaying the map controls as it does on a real mobile device.

It is not supported :P:P:P
