You defined placemarks by TEXT ADDRESS, ie you use geocoder.

In one moment you'll get QUERY_LIMIT error. And of course, placemarks in this case appears in order of geocoder result.

Now the placemarks are created in order:
Placemark's IDs:
2,1,3,4,5,6,7,8,9,10,11

I don't know what you set order placemarks (in map details).

Moreover, as I mentioned above, your placemarks have only Text Address definition (only placemark 10 has lat/lng position definition)

The placemark order "Custom sort indexing" means: sort by placemark field "Sort index", after that by "Title". It fix problem of the same index or the empty index field
