As you can see in table (last field), it is sorted by this value. And I wrote a sequence of yours placemark IDs.
It's OK, it shown as defined

the list, configuration is indeed correct but in the frontend is when each reload stated otherwise the list.

Can you attach screens what you mean. For example, screen one, then reload and screen two.
And mark the difference, or where you expect something.
