        I dont want to allow Zoom functionality to users on this website. Just need to show the US map completely at any time; however I do allow them to drag since some of the north-east location infoWindows move the map for some reason.
Where do I control the CSS of the infoWin such as it's background color? I think if i change it from white to grey then I should be ok..unless there is a CSS for close X button on infoWindow.

May be you have not white color! May be you have some problem for styles img-tag.
Your InfoWin have distortions - it doesn't have tail on bottom.
And I ask about zoom for that reason - it is clear displayed.
May be you have very big margins or something else.
Check in firebug where your X button, where tail.

        Am I supposed to edit the template file provided by Zh googlemap or my joomla template css? Please help me find the css file of zh googlemap to make the edit on img.

        My extensions do not alter styles.
My css-files in component is needed only for component, it doesn't apply any changes to map.
Every incorrect displaying map - it caused by template styles, not mine.
To find your template files:
1 - Go to Template Manager (Menu Extensions->Template Manager)
2 - At first tab ("Styles") you can see your default template for Site
3 - Go to second tab ("Templates"), find your template and click
4 - You'll see list of files of template, and you can edit it, for example, template.css
