I've cleared all cache files, Also several browsers have implied to check the issue, but nothing changed, infoWin is out of screen

It is very funny
I checked:
- firefox 38.0.5
- safari for windows (5.1.7)
- google chrome 43.0.2357
- IE 11.0.960
- Thor 4.5.2

And all is fine.
I move your map up, then when placemark near top I click on it. Infowin appears and the map scrolls down to show whole infowindow

Try to restart computer. Clear browser cache, delete temporary files.
May be clear joomla cache

I've tested with another PC; It's good
