How add new Placemarks via Frontend

Please, give me an advice.

Can only the admin enter new Placemarks via the Back-end or even the registered user via the Front-end?
We want to use Zh OpenStreetMap for the project "Meteo" meteo.sedmicka.org.
I'm looking for a way to enter information about weather stations. Information should be provided by weather station owners.

In map details you can enable it in advanced settings, as I remember right.
But in future I want rewrite this feature

I know some people create its own forms and fill my table for placemark

And you can use the other features - overview maps, you can show map by article attributes(coordinates), or map for articles with attributes
